CHICAGO WATER / SEWER CERTIFICATE

The City of Chicago requires a Full Payment Certificate (FPC) for all real estate transfers. An FPC is a certificate issued by the Department of Finance indicating that all water and sewer charges and penalties associated with the property have been paid in full or are not transferable to the new owner. Completing an FPC application serves as a request to transfer service from the seller’s name to the buyer’s name.  

Without an FPC, the parties will not be able to obtain the City of Chicago Real Property Transfer Tax stamps, which are required to record the property deed with the Cook County Recorder of Deeds.  

FPC Requirements:

  • A completed Full Payment Certificate Application
  • A $50 fee to the City of Chicago
  • One of the following documents:
    • Copy of the deed for the intended transaction (required for exempt FPC transactions)
    • Schedule A of the title commitment
    • Signed sales contract

Why do you need an FPC?

Getting an FPC:

  • Applications are also available at 333 S. State St., Room 330.
  • Submit completed applications by mail, email fpc@cityofchicago.orgor in person.

Processing:

  • Applications are accepted from buyers, sellers, attorneys or designated agents during business hours (Monday-Friday, 8:30 AM – 4:30 PM).
  • You may need to wait if additional services are required (e.g., meter reading).
  • Processing takes up to 10 business days for applications submitted by email.
  • Outstanding balances must be paid to complete the certification.

  • Applications are valid for 60 days.
  • Required documents may vary. Refer to the application for details.
